The Department of Social Welfare and Development Field Office X (DSWD-10), through the Sustainable Livelihood Program (SLP), and the Presidential Commission for the Urban Poor (PCUP) signed a Memorandum of Agreement on May 12, 2026 at the Office of the Regional Director Lounge in Cagayan de Oro City.

The agreement formalizes the partnership between DSWD-10 and PCUP in implementing SLP interventions in priority or identified areas in Northern Mindanao.
Through the partnership, DSWD-10 will provide resources and funding to qualified associations, individuals, and families, subject to existing policies, guidelines, and applicable laws.

PCUP will endorse potential target participants for possible availment of SLP following the program’s eligibility criteria and assessment process. It will also provide capability-building trainings and social preparation activities to existing and upcoming Sustainable Livelihood Program Associations, as well as logistical support for such activities, subject to the availability of funds.

The partnership also seeks to integrate SLP’s livelihood models with PCUP’s network of urban poor communities to support targeted interventions for qualified urban poor beneficiaries.

Under the agreement, both agencies aim to improve access to livelihood assistance, including seed capital, skills training, and employment facilitation. The partnership also includes coordination in service delivery and monitoring of assisted livelihood projects.

DSWD-10 Regional Director Glofelia J. Uayan said the signing of the agreement is a step toward connecting government policies and services with communities in need.

“Signing this MOA with your institution marks a pivotal step in our mission to bridge the gap between policy and people,” Dir. Uayan said.

Six representatives from PCUP and six representatives from DSWD-SLP attended the signing ceremony.

Through the agreement, DSWD-10 and PCUP will continue working together to strengthen access to livelihood opportunities and support qualified urban poor households in Northern Mindanao.
