In a major move to bolster healthcare accessibility for marginalized clients, the Department of Social Welfare and Development Field Office 10 (DSWD-10) and the Local Government Unit (LGU) of Bukidnon have officially forged a partnership to extend vital financial relief to indigent patients.
The collaborative effort was formalized through a Memorandum of Agreement (MOA) signed on July 6, 2026, at the Capitol Compound in Malaybalay City. This landmark agreement opens the door for streamlined medical and financial aid to clients seeking treatment across eight designated provincial hospitals within the province.
Under the newly signed MOA, DSWD-10 will facilitate medical assistance to qualified beneficiaries under its banner program, the Assistance to Individuals in Crisis Situation (AICS). Instead of undergoing lengthy out-of-pocket payment procedures, indigent patients can access assistance through a DSWD-issued Guarantee Letter (GL). This document serves as an official commitment that the agency will cover specific medical costs, significantly easing the immediate financial burden on families during healthcare emergencies.
To ensure the seamless implementation of this healthcare initiative, both entities have established clear operational roles. DSWD-10 is responsible for validating qualifications to guarantee financial assistance through the AICS. Meanwhile, the provincial hospitals are tasked with deploying dedicated personnel to each facility to manage billing procedures and ensure that the extended financial assistance directly offsets the medical bills of needy patients.
This vital healthcare program will be fully operationalized eight beneficiary provincial hospitals include those located in Malaybalay City, Maramag, San Fernando, Manolo Fortich, Kalilangan, Kibawe, Talakag, and Malitbog. By positioning services across these key areas, the provincial government and DSWD ensure that geographical barriers do not prevent residents from receiving emergency fiscal support.
The official signing ceremony was spearheaded by DSWD-10 Regional Director Glofelia Uayan and Bukidnon Governor Rogelio Niel Roque, representing the provincial LGU. They were joined by the administrators of the eight provincial hospitals, signaling unified administrative backing for the program’s execution.
