The Department of Social Welfare and Development – Sustainable Livelihood Program (DSWD-SLP) has released Seed Capital Fund (SCF) grants to 76 newly funded Sustainable Livelihood Program Associations (SLPAs) across Region 10. The total amount disbursed reached ₱19,605,000, supporting community-based microenterprises in five provinces of Northern Mindanao.

On August 26 to 29,  2025, the distribution covered the following clusters: Bukidnon with 50 SLPAs, Camiguin with 1 SLPA, Lanao del Norte with 10 SLPAs, Misamis Occidental with 5 SLPAs, and Misamis Oriental with 10 SLPAs.

In Bukidnon, 50 associations benefited from the SCF, including SLPAs in Baungon (2), Damulog (1), Don Carlos (2), Impasug-ong (1), Kadingilan (3), Kitaotao (1), Malaybalay (1), Malaybalay City (2), Malitbog (23), Manolo Fortich (1), Maramag (3), Quezon (1), San Fernando (1), Talakag (2), and Valencia City (6).

One SLPA was funded in Camiguin. While In Lanao del Norte, 10 SLPAs were supported across Iligan City (2), Kapatagan (2), Kolambugan (1), Lala (1), Maigo (1), Sapad (1), Sultan Naga Dimaporo (1), and Tubod (1).

In Misamis Occidental, 5 SLPAs benefited, including those in Aloran (1), Clarin (1), Don Victoriano (1), Lopez Jaena (1), and Oroquieta City (1). Meanwhile, in Misamis Oriental, 10 SLPAs were funded, including those in Balingasag, Balingoan, Gingoog, Kinoguitan, Lagonglong, Libertad, Medina, Salay, Sugbongcogon, and Talisayan.

The Seed Capital Fund is a core modality of the Microenterprise Development (MD) Track of the SLP. It provides start-up capital that allows associations to acquire raw materials, small tools, and equipment necessary for operations. It may also cover selected insurance products such as crop, livestock, fire, or theft insurance during the first year of enterprise operation.

To ensure sustainability, the SCF is tied to approved project proposals and closely monitored by the SLP’s Implementing Project Development Officers (IPDOs). These officers validate fund utilization, provide technical assistance, and coordinate with local government units to safeguard accountability. 

The turnover also supports the implementation of the Five-Year Livelihood Sustainability Plan, launched in 2023, which guides associations through a structured ladderized process: Punla (groundwork and incubation), Usbong (capacity-building and self-management), Sibol (growth and expansion), Yabong (sustainability and partnerships), and Pag-ani (graduation and recognition).

Through this initiative, DSWD-10 continues to strengthen its support for marginalized communities in Northern Mindanao, in line with the directive of Secretary Rex Gatchalian to ensure that livelihood assistance evolves into long-term opportunities for resilience and self-reliance.
