The Department of Social Welfare and Development Field Office X (DSWD FO X) successfully passed the Maturity Level II garnering the Bronze Award of the Human Resource Accreditation conducted and assessed by the Civil Service Commission (CSC) through its Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

This accrediting program covers all agencies in the government pursuant to CSC MC No. 3, S. 2012 re: Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) and MC No. 30, S. 2014 re: Adoption of HR Maturity Level Indicators for the Human Resource Management Systems in the Public Sector which has been established in order to ensure the commendable public service rendered by the agencies through its concerned HR Department.

The award focuses on the elevation of public sector human resource management, assessing its excellence to the job, compatibility to targeted results and competence in human resource operations and workforce productivity. It goes through the process of assessment, assistance and recognition of HRM systems and practices through maturity level indicators that are at par with global HR standards.

Anent this, the results of the onsite assessment by the CSC Regional Office X at the DSWD Field Office X on October 30-31, 2017, show that the said agency has met the PRIME-HRM Level 2-Maturity Indicators in the Systems, Practices and Competencies of the following four (4) core HRM Systems: Recruitment, Selection and Placement; Performance Management; Learning and Development; and Rewards and Recognition. It was also found to be continuously compliant with the Civil Service Law and rules in terms of the implementation of the other HR programs and the maintenance of HR records.

Moreover, based on the validation conducted by the Human Resource Policies and Standards Office (HRPSO), the said agency is confirmed to have met the PRIME-HRM Level 2-Maturity Indicators of all the four (4) core HRM systems and was found to have observed the Civil Service Law and rules on the issuance of appointments and other HR programs, and has maintained its HR records management.

Therefore, with reference to the Civil Service Commission (CSC) Resolution No. 2100170 promulgated on February 16, 2021, the Commission resolves to confer the PRIME-HRM Bronze Award to the DSWD FO X and grant privileges such as: the authority to approve appointments, subject to post audit; exemption from Section 96 of the 2017 ORAOHRA, as amended; 50% of appointments issued subject to review by the CSC Field Offices; 20% discount for the HRMO or one (1) Agency Representative on trainings/conferences conducted by the Civil Service Institute; and 20% discount for the HRMO head or one agency representative in CSC RO’s trainings/conferences; exclusive membership to community of learners who shall have access to digital learning resources and other developmental opportunities subject to the guidelines to be issued by the Commission; announcement of the agency’s programs/projects bureaucracy-wide through the CSC website; and other benefits that the Commission may approve in the future.

The Commission further resolves that as a Bronze Awardee, the DSWD Field Office X shall be responsible for maintaining the status under Level 2 and continue to improve on its HRM systems to meet the indicators of the next higher level; compliance with the 2017 Omnibus Rules on Appointments and Other Human Resource Actions, as amended, and other Civil Service Law and rules in the issuance of appointments and implementation of other HR actions; and partnership with CSC in providing assistance to other agencies in the development or improvement of HRM systems. For this year, the Human Resource Management and Development Division (HRMDD) of the DSWD Field Office X is doing a collaborative work with the entire agency for the preparation, plan of action and implementation of PRIME-HRM with optimism that the department soon, shall be accredited to Maturity Level III.
