Following the issuance of Executive Order No. 114 or the “Balik Probinsya, Bagong
Pag-asa” program, the Department of Social Welfare and Development (DSWD) has
recommended to adopt the community-driven development (CDD) approach in creating
programs to encourage interested individuals and families to return to their provinces
and support rural development.
The CDD approach aims to empower communities by allowing them to carry out their
own development projects through active and direct partaking in local governance by
identifying their community needs as well as taking part in implementing projects that
address these needs.
DSWD is also coordinating with other executive agencies in the crafting of sustainable
and comprehensive livelihood opportunities to ensure that those who will return to their
provinces will have sustainable means of income-generating activities.
DSWD will also provide transitory packages in the form of Family Food Packs (FFPs)
and cash assistance to those who will avail of the program.
The Department will continue to call for community-led and citizen-centered
partnerships in all its programs, including the Balik Probinsya Program. ###
