I. Program Overview

Cash-for-Work (CFW) is cash support in exchange for community work rendered. It is a short-term intervention that provides distressed/displaced individuals with temporary employment by participating in or undertaking preparedness, mitigation, relief, rehabilitation, or risk reduction projects and activities in their communities or evacuation centers.

Cash-for-Training (CFT) is a capacity-building intervention aimed at instilling public awareness/advocacies on DRRM and providing livelihood opportunities through skills training for gainful employment.

Cash-for-Caring (CFC) is a specialized service intervention aimed at ensuring the provision of special care to disaster-vulnerable populations while in displacement. This includes tending to children, older persons, pregnant women, and Persons with Disabilities (PWDs) while in evacuation centers, and facilities such as Child Development Centers (CDCs), Women and Child-Friendly Spaces (WCFS), productivity centers, and among others.

Cash for Work, Training, and Caring may be undertaken before, during, or after the occurrence of any disaster whether natural or human-induced. Implementation of the CFFW/T/C shall be managed by the LGU, Social Welfare and Development Offices in coordination with the DSWD Field Offices.

II. Projects/Services/Activities/Modalities

Any, but not limited to the following, implemented in coordination and collaboration with LGUs and/or other government agencies and private organizations:

  1. Environmental protection and preservation such as tree planting/reforestation, coastal clean-up, etc.;
  2. Support to construction or repair of small-scale community infrastructures such as irrigation canals, deep wells or water systems, pit drainage, water reservoirs, etc.;
  3. Food security interventions such as communal gardening, agricultural production, etc.;
  4. Activities addressing the needs of the vulnerable sector. etc.; and
  5. Other climate and disaster mitigation and preparedness activities.

The rate of assistance is one hundred (100) percent of the highest classification cost under the Current Regional Daily Minimum Wage Rate of the project area as prescribed by the National Wages and Productivity Commission – Department of Labor and Employment (NWPC-DOLE). Maximum of thirty (30) days based on the activities to be undertaken and assessment by the proponent organization.

Payment shall commence within two (2) weeks after completion of the project and submission of required documents by the LGUs or other partners to the DSWD Field Office.

III. Target Beneficiaries

The target beneficiaries shall be any of the hereunder priority sectors:

  1. Only one (1) member per family of legal age is entitled to engage in the C/FFW/T/C activities.
    • Poor families as identified under the DSWD Listahanan;
    • Poor families excluded from the DSWD Listahanan as assessed by the LSWDO;
    • Indigenous People (IP);
    • Families with vulnerable members such as Persons with Disabilities (PWDs), Senior Citizens, Solo Parents, etc.

IV. Documentary Requirements

  1. Approval for the release of funds shall be based on the submission of the following:
    • Project Proposal submitted and signed by the Local Chief Executive (LCE) or Designated Alternate Officer (Head of Local Social Welfare Development Office) and recommended for approval by the Head of the Disaster Response Management Division (DRMD) and for approval by the Regional Director
    • The master list of beneficiaries shall be certified and signed by the LCE or Designated Alternate Officer (Head of Local Social Welfare Development Office), recommended for approval by the DRMD Head, and approved by the Regional Director
    • Allocation and obligation of funds shall be based on the submitted Project Proposal duly approved/signed by the Regional Director with the required enclosures
  2. Either a Daily Time Record (DTR), Logbook, or Daily Attendance Sheet is admissible to record the actual engagement of the CFW beneficiaries in the community works. Further, these shall be kept by the DSWD Field Office and ensure that it would be available during the monitoring of the concerned offices both in the Region and Central Office
