Mabilis na pamamahagi ng ayuda ng mga LGUs, kinilala ng DSWD

Muling kinikilala ng Department of Social Welfare and Development (DSWD) ang mabilis na pagpapatupad ng Social Amelioration Program (SAP) ng mga local government units (LGU) sa tatlong rehiyon.

Base sa talaan ng mga datos ng SAP report noong ika-8 ng Mayo, mahigit siyamnapu’t tatlong porsyento (93%) ng mga LGUs na nasasakupan ng mga rehiyon ng Caraga, Bicol, at Cordillera Administrative Region (CAR) ay nakatapos na ng pamamahagi ng ayuda sa mga benepisyaryo ng emergency subsidy program (ESP) sa kanilang mga lugar. Naitala ang mga sumusunod na datos: Caraga, 100%; Bicol 99.79%; at CAR, 93.92%.

Naging epektibong mekanismo sa mabilis na pamamahagi ang maayos na pagpaplano at koordinasyon ng mga LGUs sa DSWD Field Offices. Bukod sa ipinatupad na magkakasabay na iskedyul ng payouts sa kanilang mga nasasakupang barangay, sinigurado rin ng mga opisyal ng barangay ang pagkakaroon ng maayos na pamamahagi sa pamamagitan ng pagtatakda ng iskedyul at oras ng pagdating ng mga tatanggap ng ayuda. Upang matiyak na nasusunod ang social distancing, ang mga upuan ay inihanda at isinaayos nang may angkop na agwat sa bawat isa.

Sa hanay naman ng mga namamahagi ng ayuda, tiniyak ng mga LGUs na sapat ang mga payment officers sa lugar ng mga payouts. Gayundin, ang halagang iaabot sa mga benepisyaryong tatanggap ay naihanda na, kung kaya mas naging mabilis ang pamamahaging isinagawa. Paglapit ng benepisyaryo ay muli lamang niya itong bibilangin nang mabilisan upang matiyak na sapat ang halagang matatanggap, matapos ay papipirmahin sa listahan bilang katunayan na natanggap na ang ayuda. Naging kasanayan naman sa ibang lugar ang pagkuha ng litrato sa mga benepisyaryo habang tinatanggap ang kanilang ayuda.

Malaking bahagi rin ang ginampanan ng mga barangay tanods at local security officers sa isinagawang payouts, upang masigurado ang kaayusan at kapayapaan sa kani-kanilang mga lugar.

Bukod sa mga nabanggit na lugar, kinikilala rin ang LGU ng Pasig City sa paglulunsad nito ng supplemental SAP na kasalukuyang ipinagkakaloob sa humigit kumulang 160,000 pamilya na hindi napasama sa listahan ng mga nakatanggap ng ayuda ng SAP.

DSWD nagpaalala na pairalin ang Malasakit at Bayanihan sa pamimigay ng SAP-ESP

Muling pinaalalahanan ng Department of Social Welfare and Development (DSWD) ang mga lokal na pamahalaan sa buong bansa na pairalin ang konsepto ng Bayanihan, malasakit, at pakikipagkapwa-tao ngayong panahon ng krisis na dulot ng Coronavirus Disease (COVID-19).

Ito ay dahil sa mga reklamo na natanggap ng Ahensya sa hindi pagsama sa mga kababayan nating walang permanenteng tirahan o mga homeless families sa opisyal na listahan ng mga benepisyaryo ng Social Amelioration Program (SAP) – Emergency Subsidy Progam (ESP).

Batay sa umiiral na panuntunan ng DSWD sa implementasyon ng SAP, kabilang ang mga homeless families sa mga kategorya na prayoridad mabigyan ng ayuda ng Ahensya dahil sa maatas na peligro na maaaring maidulot sa kanila ng kasalukuyang krisis pangkalusugan.

Bukod sa prayoridad na mabigyan ng pinansyal na tulong, hinihikayat din ng DSWD na bigyan ng pansin ng mga local government units (LGUs) ang kapakanan ng mga homeless families sa pamamagitan ng pamamahagi ng food assistance at pagsama sa kanila sa mga social protection programs ng lokal na pamahalaan.

Batid din ng DSWD na lahat ay apektado ng krisis ngunit mayroon pa ring mga bulnerableng sektor na mas malaki ang pangangailangan na dapat ay agad na matulungan at kabilang dito ang mga kababayan nating nakatira sa lansangan. Sila ang binibigyan ng prayoridad ng pamahalaan sa implementasyon ng SAP-ESP.

Samantala, dahil sa pakikipagtulungan ng DSWD at ng mga LGUs, umabot na sa higit P85.3 bilyon ang naipamahaging subsidiya sa higit 15.3 milyon na benepisyaryo ng SAP, batay sa May 9 na ulat.

Taos puso ring nagpapasalamat ang DSWD sa lahat ng mga kawani, pribadong sektor, LGUs, at national government agencies (NGAs) na sama-samang nagtutulungan upang mabigyan ng tulong ang lahat ng mga nangangailangang Pilipino na apektado ng COVID-19.

Sa huli, patuloy na paiigtingin ng DSWD at mga LGUs ang pamamahagi ng ayuda upang masiguro na mabibigyan lahat ng mga kwalipikadong benepisyaryo ng SAP. ###
