Heilyn Joy Abilay, 29, of Kapatagan, Lanao del Norte, would always accompany 4Ps (Pantawid Pamilyang Pilipino Program) workers of her town in preparing any activities involving the beneficiaries.

Heilyn Joy is the 4Ps Focal Person of Kapatagan Local Government Unit (LGU) working under the Municipal Social Welfare and Development Office.

Her job made Heilyn Joy famous among 4Ps beneficiaries in the said town.

She said she finds joy in working with both 4Ps workers and beneficiaries.

“I am happy to help the beneficiaries access the locally funded livelihood programs because that would improve their lives,” she said.

Among those livelihood services the LGU provided to the beneficiaries are rent-to-own motorcars and food carts.

The LGU, through the MSWDO, also provided:

• Skills training.
• College scholarships are available for those who are enrolling at Colegio de Kapatagan.
• Orientation seminars for the beneficiaries.

As a registered social worker, Heilyn Joy would also offer counseling, training, and seminars for youth, women, senior citizens, and persons with disabilities (PWD) aside from the 4Ps beneficiaries.

Not only that, the LGU would provide cash capital for small-scale business owners and legal assistance for cases of violence against women and children (VAWC) and neglected children.

In any activities involving 4Ps workers and beneficiaries, Heilyn Joy would help process financial assistance for food, accommodation, and transportation as the LGU allots funding for the 4Ps.
