Philhealth 10 Lauds Engagement with DSWD for Listahanan Data Sharing and Utilization

During the Listahanan Inter-Agency Dialogue and Press Conference held recently in Cagayan de Oro City, one of the highlights was the testimonial of PhilHealth 10 representative Mr. Marlon Arrabaca relative to their engagement with DSWD through a Memorandum of Agreement which sealed the agreement of sharing and utilizing Listahanan’s data in their Programs and services.

The National Household Targeting System for Poverty Reduction (NHTS-PR) or what is now known as Listahanan is an information management system that aims to establish a database of poor households that will become beneficiaries of social protection programs which is being implemented by the Department of Social Welfare and Development.

By executing a Memorandum of Agreement with the Department of Social Welfare and Development, National Government Agencies, Civil Society Organizations, Non-Government Organizations, Local Government Units and Congressional Representatives would be able to utilize the data generated from the household assessments conducted.  These data can be useful in identifying and targeting the various sectors in society whom they can extend their various programs and services.  By utilizing the Listahanan data, services and programs both from the government and non-government organizations alike are guaranteed that they are given to well deserving clients and beneficiaries.

Before PhilHealth engaged with DSWD, he related that they used to hire enumerators and pay them P10 per family enumerated.  After they entered into a MOA with DSWD, they no longer had a hard time hiring and paying for enumerators since data is readily available for them.

PhilHealth’s strategy before also includes that of approaching LGUs to ask for the list of poor families in the different municipalities, cities, and provinces. Listings then he stressed, were not that credible considering that politicians always have a say in these “lists” and there is always a tendency that their data were being manipulated.

In utilizing the Listahanan data shared to them, Philhealth now have a barometer on how far they have covered the poor families in the region.  Another significant effect is that of lessening their engagements with Local Chief Executives making them less susceptible to be under the whims and caprices of politicians.

NGOs help 2,187 families through DSWD’s Modified CCT

Cagayan de Oro City – The Department of Social Welfare and Development Field Office X recently announced that 2,187 families in Northern Mindanao are now proud beneficiaries of the Modified Conditional Cash Transfer (MCCT), an expansion scheme of the regular Conditional Cash Transfer (CCT) which is the Pantawid Pamilyang Pilipino Program of the national government.

DSWD is working closely with Safer River Life Saver, which are now helping 1,000 families who were victims of Tropical Storm Sendong in 2011 and are now living near the riverbanks in Cagayan de Oro City.

Ranao Women and Children Resource Center, Inc. which is based in Iligan City is also helping 1,187 families in need of special protection with DSWD.

The project focuses on street families, IP Migrant families, and families with parents or children with disabilities, families of child laborer, displaced families due to manmade, natural and environmental factors, and families in need of special protection.

The two non-government organizations are implementing the MCCT by conducting Family Development Sessions wherein families are educated on the rights of a child, good parenting roles, and livelihood skills enhancements, among others. Meanwhile, the families are also receiving a monthly cash grant of 1,400.

Like other Pantawid Pamilya beneficiaries, the families under MCCT are also required to comply with the conditions set by the Program: periodic checkups, growth monitoring, and vaccinations for children 0-5 years of age; twice a year intake of de-worming pills for children 6-14 years old, pre- and post-natal care for pregnant women and attendance of parents in family development sessions; day-care and school enrollment for children with an attendance equivalent to 85% of school days.

Since the MCCT program will only be implemented in one year, both NGOs will end their implementation on October 2013. As agreed, the beneficiaries will then be mainstreamed under Pantawid Pamilya.

As part of DSWD’s Public-Private Partnership, the agency is partnering with the two NGOs to address the need to help vulnerable sectors, who are not covered by the regular conditional cash transfer primarily because these households do not have permanent residence.

The MCCT is implemented to help families and children in difficult circumstances overcome their situation and mainstream them into the regular CCT while generating appropriate resources and services in the community, Atty. Araceli F. Solamillo, Regional Director of DSWD Field Office X says.

DSWD extends age coverage for Pantawid Pamilya

4,921 households in Northern Mindanao will continue to receive cash grants from the Department of Social Welfare and Development through its Pantawid Pamilyang Pilipino Program, the conditional cash transfer scheme of the national government.

This after the national government under President Benigno Aquino’s administration declared extension of age coverage for children under the CCT program.

Previously, Pantawid Pamilya only covered those poor families with children whose age range from 0-14 years old. With the Program’s Extended Age Coverage (EAC), the same households that have children aged 15 to 17 shall continue to receive the Program’s cash grants amounting to a maximum of P1,400.00 every month.

The Pantawid Pamilyang Pilipino Program is a human development program that invests in the health and education of poor households, particularly of children.

The program provides cash grants to beneficiaries provided that they comply with the set of conditions required by the program: Health and Nutrition conditions require periodic checkups, growth monitoring, and vaccinations for children 0-5 years of age; twice a year intake of de-worming pills for children, pre- and post-natal care for pregnant women and attendance of parents in family development sessions.

Education conditions include children’s day-care or school enrollment, attendance equivalent to 85% of school days.

At present, 237,848 households are now benefiting from Pantawid Pamilya in Northern Mindanao.

DSWD Normin sends 7,000 Family Food Packs to Zamboanga

The Department of Social Welfare and Development based in Northern Mindanao recently delivered 7,000 family food packs to DSWD-Zamboanga as augmentation to assist families who were affected by the present tension in Zamboanga City.

In addition to the family food packs, 1,000 kitchen kits, 1,500 blankets and mosquito nets, and 100 bags of rice were also delivered.

The said effort was in response to the call of Secretary Corazon Juliano-Soliman who directed DSWD field offices to provide augmentation and support to the people in Zamboanga.

DSWD Northern Mindanao is also accepting donations from groups and individuals. The donations shall be sent to the victims, coursed through DSWD-Zamboanga.

The Department of Social Welfare and Development Field Office 10, as lead agency in protecting the welfare of women and children spearheaded the conduct of a one day forum on R.A. 10364 or the Expanded Anti-Trafficking in Person Act of 2012 and R.A. 9775 or the Anti-Child Pornography Act of 2009, on August 30, 2012 at Pearlmont Inn, Cagayan de Oro City.

As Chair of the Regional Inter-Agency Council on Anti-Child Pornography, and Vice-Chair on the Regional Inter-Agency Council for Trafficking in Person, the Department headed the said activity to continue the region’s efforts in eliminating incidents of trafficking and child pornography. Attended by participants from Municipalities of the 2nd District of Misamis Oriental, composed of Municipal Social Welfare and Development Officers, Social Workers, Women and Child Protection Desk (WCPD) Police Officers, and selected Barangay Officials with Trafficking in Person cases handled, Internet and Hotel Operators in Cagayan de Oro City, the forum focused on the salient features of the two laws and increased awareness of the participants on their roles in the implementation of preventive, protective, rehabilitative, and reintegration programs and services.

In her welcome message, Assistant Regional Director Aldersey Mumar Dela Cruz (delivering in behalf of the Regionald Director Atty. Araceli F. Solamillo) emphasized the importance of each of the participants’ role in promoting and implementing the two laws.  She pointed out the need for coordination, collaboration and collective efforts in combating trafficking cases and child pornography incidents and extending preventive programs and services to the community and support system programs to the victims and their families.

The participants were very thankful to the Department for the conduct of the said activity since it has simplified everyone’s roles and responsibilities and promoting the two laws and added up to their knowledge and skills simple protocol procedures in handling cases.  The participants were also up to the challenge of working with partner agencies in promoting the two laws, asserting that a collective work is needed to stop or even limit cases of Trafficking and Child Pornography in the region.

The Forum has clearly defined each and everyone’s part in promoting the laws, clarifying matters which have hindered implementing agencies on acting on cases.  It will be a tall order to deal with, but participants of the activity were positive that the job can be done, as long as everyone does their part in promoting the laws.

The Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services Region X recently piloted the conduct of the Payapa at Masaganang Pamayanan (PAMANA) Municipal Evaluation and Orientation in the municipality of Nunungan, Lanao del Norte last August 27-30, 2013. The team, which was led by the Regional Community-Driven Specialist, Roger Alabado was tasked to evaluate the feasibility and practicability of the conduct of the said program in the area.  This in contrast to the peace and order issues threatening the implementation of the PAMANA Program in the area.

A little over four months (April 26, 2013) had passed since an election-related violence occurred in the municipality, where a mayoralty candidate and her entourage was ambushed right after a campaign sortie leaving 13 dead and 10 hurt, including women and children.  This has led to the deferment of the project implementation which was supposed to have started long before the conduct of the local elections of 2013.  This has prompted the Kalahi-CIDSS RPMO to ensure the peace and order situation and other definitive matters that would put the field staff at risk of any danger before pushing through with the PAMANA implementation.

The Municipal Orientation was conducted on August 27, 2013, which was attended by the municipal mayor, Hon. Abdul Manamparan II, municipal vice-mayor Atty. Abdul Malik Manamparan, members of the Sanguniang Bayan, barangay captains, municipal employees, and community members.  The LGU and the community have showed eagerness to start with the implementation since it has been delayed due to past incidents that have been cause for postponement.

Field assessment was also done with the conduct of barangay assessment/visitation, on August 28-29, 2013, led by the Regional Infrastructure Assistant Engineer (Kalahi-CIDSS), Engr. Ruel Paguia, and Regional Infrastructure Assistant Engineer (PAMANA), Engr. Gary Santa.  Noted during the field assessment were various infrastructures existing in the barangays, current road/trail conditions, terrain of each barangays, and viable resources that might be useful during the sub-project implementation.  This was also conducted to anticipate for possible difficulties the Area Coordinating Team may face in the future implementation of the program.

Things were ironed out during the conduct of the Exit Conference on August 30, 2013.  Present during the said activity were the RPMO staff, municipal mayor, Hon. Abdul Manamparan II, municipal vice-mayor Atty. Abdul Malik Manamparan, and members of the Municipal Inter-Agency Committee.  During the activity, the Memorandum of Agreement between the DSWD and the LGU of Nunungan was revisited to ensure that all conditions be attended to by all parties involved.  It was also during the said activity where clarifications were addressed especially on matters discussed during the Municipal Orientation.

During the discussion on the assurance of safety among the PAMANA staff, the upcoming barangay elections was brought into the discussion, deeming it as a foreseen problem for the implementation of the project. Chief Inspector Dennis Tano, Municipal Chief of Police of Nunungan affirmed this possible problem stating that there are only a few police officers in the municipality and that there might be a problem of ensuring the safety of the field staff since his men would have to attend to election matters as well.  With the emergence of the issue, Mayor Abdul Manamparan II decided that if it was possible for the deferment of the project implementation to after the barangay elections is done, it will be more favorable to all concerned.  Mayor Manamparan decided to address the matter to the Nationaol Project Management Office, through the RPMO for the deferment as soon as possible.

The Municipal Evaluation and Orientation was indeed a right step at empowering the people of Nunungan, after several unfortunate incidents that have led to the deferment of the project.  The Kalahi-CIDSS RPMO is always equipped to address matters to accommodate and ensure the successful implementation of the different Community-Driven Development programs and modalities for the people of Region X.  Along the way, it is also the obligation of the RPMO to ensure that the project staffs are ensured of safety and that their well-being is attended to with utmost consideration.  In no time, the people of Nunungan will implement the PAMANA project in their respective communities.  It will be in no time that they will feel the fruits of the peace-promoting program in their respective barangays.

Panaon, Misamis Occidental – Three barangay sub-projects were turned over to communities during the conduct of the project inauguration of the Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) on September 3 and 4, 2013.  Among the sub-projects inaugurated were Barangay Health Station Sub-Project (Brgy. Camanucan), Brgy. Drainage Canal (Brgy. Poblacion) on Sept. 3 and Brgy. Drainage Canal (Brgy. Magsaysay) on Sept. 4, 2013. The sub-projects were properly turned-over to the respective Operations and Maintenance Committees of each barangay, who will oversee the operation of each sub-project, ensuring that their community sub-projects will be taken care of and be kept operational.

Highlighted during the activities were the hard work asserted by the volunteers to complete their sub-projects, which the representative of the Regional Project Management Office applauded and well-regarded as the crucial determinant for the success of the sub-project implementation. Another thing was the successful multi-stakeholder approach that was successfully attended to by those part of the project implementation. The RPMO stressed out the important contributions of the Provincial government of Misamis Occidental, through Gov. Herminia Ramiro, the Local Government Unit of Panaon, Misamis Oriental, through Mayor Francisco Paylaga, Jr., and the Barangay local government units of each barangay for extending support and complying with their deliverables, thus aiding in the completion of the community sub-projects.

The communities were also reminded of their role in preserving and keeping the sub-projects operational, since these are important to each barangay. Volunteers shared their experiences of being part of the Kalahi-CIDSS program and said that though they had difficulties giving their one hundred percent support to the project implementation due to conflict of schedules they have between volunteer work and family responsibilities, they tried balancing all of these just to ensure success since the sub-project they were working on was for their own benefit.  They also added that though the Kalahi-CIDSS process was quite long and demanding, the scene of their completed sub-project was a sight for sore-eyes; a welcoming spectacle that soothes all the hardship they underwent.

The Kalahi-CIDSS involvement for them was an empowering experience that “will never be forgotten.”  Volunteers were exposed to an experience where they held in their hands, life-changing decisions and solutions that will hoist them out of the problems of poverty.  Volunteers were able to work with the local government units, exposing them to the processes of working on government projects; showing them how things are done, how things are managed for their benefits.  In part, the local government unit of Panaon thanked Kalahi-CIDSS for the opportunities provided for the people of Panaon.  Mayor Paylaga stressed the importance of the program in providing sub-projects to the barangays of the municipality since the LGU of Panaon could not stand alone in providing all the needs of the communities, and that the collaboration has greatly helped not just the LGU of Panaon, but the people of the municipality.

The Kalahi-CIDSS is one of the Convergence Strategy programs of the Department of Social Welfare and Development which utilizes the Community-Driven Development approach in the project implementation.  Through the program, a Community Empowerment Activity Cycle (CEAC) is employed for the community to define their utmost needs, conceive a plan of resolving their problems, and capacitating volunteers so that they will be competent in implementing sub-projects that will answer to their necessities.

“Ma, mangaon pud unta ta ug isda panagsa (Ma, I wish we could have fish to eat sometimes),” Remely’s son suggested one day during lunch after realizing that they have been eating the same kind of foods ever since he was born.

“Puhon, anak. Puhon, (Someday, my child. Someday)” she replied, although she felt a bit of a motherly pain there.

Someday, she thought. And Remely believed that. Someday things will be better for her and her family.



A mother of four little children, Remely Hermoso spent most her days toiling and planting vegetables in their small piece of land in Barangay Tuno – a small village found at the foot of Mt. Malindang in Don Victoriano, Misamis Occidental.

Everyday she would go to her little farm located just beside her home where she would sow and harvest vegetables. She would take some of the harvest for consumption, and some she would sell at the market, hoping that she would earn a bit to help her husband’s meager income. “It was difficult because as soon as I earn money from my produce, I would be using it to pay for transportation costs to the market and back. I was back to zero when I return home at night. It was useless.”

Jerry, her husband, works as a tenant for a neighbor and can only earn as much as P60.00 a day which can hardly make ends meet. With her and her husband’s daily income combined, she could not afford to buy things that are needed by her family – let alone a kilo of fish just to make their viand a little different every meal.



When Remely got enrolled as a beneficiary of the Department of Social Welfare and Development’s (DSWD) Pantawid Pamilyang Pilipino Program, she sensed hope.

Remely is one of the 237,848 households benefiting from Pantawid Pamilyang Pilipino Program, a human development program that invests in the health and education of poor households, particularly of children aged 0-14 years old. It provides cash grants to beneficiaries provided that they comply with the set of conditions required by the program.

Hearing that she would be receiving a cash grant of P1,400 a month for her children’s education and health, she thought that perhaps this was the start of her breakthrough she was praying for. She will no longer worry about buying school supplies for her children and their health needs.

Remely felt an exciting rush when she received her first cash grant. Staring at the money in her hands, there was only one thought in her mind: buy a kilo of fish, fry it, and have a sumptuous dinner with her family.

And it was a sumptuous and a memorable dinner, indeed. Remely finally found peace as she looked at her children enjoying their fish. She thought that with Pantawid Pamilya, things will be a bit easier now.

Little did Remely know that things will be much better than how she even expected it to.

When she found herself joining Tuno 4Ps SKA-II, an association of Pantawid Pamilya beneficiaries organized last May 2012 for the DSWD’s Sustainable Livelihood Program, she was lent a seed capital fund of P5,000.00 to start her small-scale business of selling vegetables.

DSWD provides assistance with entrepreneurial and employment opportunities for the poor through the Sustainable Livelihood Program.

As of June 2013, there are a total of 38,837 poor households served under the Program. Remely is one of the participants who were provided with capital assistance for starting and managing micro-enterprises.

“When I got the amount, I was too excited, I did not know what to do next,” she laughed. “Thank God, the DSWD people were there to help me out with the small business that I had.” She narrated how she was able to attend skills enhancement trainings with the DSWD and the Department of Agriculture (DA) and how she was even taught on how to manage her funds. “I wanted to know everything about selling and how I could help myself become a good entrepreneur. It really did help me, personally,” she said.



Today, Remely can now be found riding her very own van, managing her own little warehouse selling vegetables. She is now a known major supplier of vegetables and delivers her produce everyday from Don Victoriano to her customers in neighboring municipalities and in the city of Pagadian. Aside from these, she is now even into owning and herding eight pigs for selling in the future.

Remely’s family can now buy the things they need and even want. She is now in her breakthrough.

“I think what really helped is not just the money that I received from the government. What also helped me is my perseverance and faith that things will be better for me and my family. Sulking or quitting was never an option.”

“Fish during meal time is no longer a problem,” she smiled. “Everytime my son asks me for fish to eat, I get all happy because now I can cook it for him right there and then.”
