The punctual and efficient delivery of 169 sub-projects of the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services National Community-Driven Development Program Additional Financing (KALAHI-CIDSS NCDDP AF) Group 1 Phase 1 led to DSWD Field Office X’s recognition as first place for Mindanao cluster implementation.

Completing Phase 1 of the program’s three-year term, roads remain the top sub-project identified and delivered by partner communities of the program.

166 barangays in towns Kitaotao, Don Carlos, Maramag, Kadingilan, Damulog, Dangcagan in Bukidnon, and Sapad and Salvador in Lanao del Norte delivered their sub-projects using the Disaster Response Operations Modality (DROM), a mechanism that accelerates the program implementation in times of disaster such as the COVID-19 pandemic.

The program has served 95,209 households in target areas, improving their access to basic services and quality of living. With the pandemic being far from over, many communities have opt to put up temporary isolation facilities to manage their COVID-19 cases.

Employing the principles of Community-Driven Development (CDD), KALAHI-CIDSS enabled local officials and community volunteers to participate in more inclusive planning, budgeting, and implementation of sub-projects in response to their development needs while navigating through this pandemic.

“We envision delivering CDD programs, projects, and activities in a timely manner. By doing so, we are giving our fair share in nation-building. It is our commitment in Region 10 to exert our best efforts to improve our performance and be able to serve our partner communities better,” said Deputy Regional Program Manager Abobacar Tocalo.

Group 1 Phase 1 has an approved grant worth 146,319,450, supported by local cash counterparts from LGUs, amounting to 20% of the total estimated sub-project cost.

KALAHI-CIDSS aims to influence LGUs to adopt CDD principles and elements in the local planning process to promote community empowerment and better local governance. The CDD Institutionalization Bill is pending in the House of Representatives, foreseeing its passage before the program closes in 2023.

The budget for Phase 2 is awaiting action at the National level. Meantime, social preparation activities are underway in eight covered municipalities.
