As of the 1st Quarter of 2014, 59 Local Government Units, 10 National Government Agencies, and 6 Civil Society/Sectoral Organizations have executed a Memorandum of Agreement with the Department of Social Welfare and Development for the utilization and sharing of the National Household Targeting System for Poverty Reduction (NHTS-PR) or the Listahanan data.
The NHTS-PR or Listahanan is an information management system that the government uses in identifying who and where the poor are and is being spearheaded by the Department of Social Welfare and Development. It aims to address poverty reduction through a scientific and target- focused strategy.
Based on Administrative Order No. 2 series of 2009 and prior to the access and utilization of the Listahanan data by various LGUs, NGAs, CSOs, and various stakeholders, a Memorandum of Agreement should be made and undertaken between DSWD and the data user supported with an approved Sangguniang Bayan (SB) Resolution in order to ensure the confidentiality and usability of the requested data for the purposes agreed upon and between DSWD.
With the Memorandum of Agreement (MOA), the Listahanan data is ensured that it will only be used for its intended purpose, in consonance also with the Data Privacy Act of 2012 which is intended to protect the integrity and security of personal data in both public and private sectors.
Data users with existing MOA will be able to use the Listahanan data which includes the list of poor households segregated by region, province, city, municipality, and barangay, family identification, family socio-economic information, and family roster which they can use for their social assistance programs, planning, validation ,and research.
The Department of Social Welfare and Development have been conducting various efforts to advocate the utilization of Listahanan data in order for stakeholders to be able to serve various sectors needing their programs and services the most.
