Cagayan de Oro City – Four Provinces, seventeen Municipalities were represented during the conduct of the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services – National Community-Driven Development Program (Kalahi CIDSS – NCDDP) during the conduct of the Kalahi CIDSS – NCDDP Orientation last May 15, 2014, at Pearlmont Inn Hotel, Limketkai Drive, this city.
Present during the Orientation Forum were representatives from the Provincial Local Government Units of Misamis Occidental, Lanao del Norte, Camiguin and Bukidnon, while Municipal Local Government Unit delegations were represented by no less than the Municipal Mayors, Municipal Social Welfare Officers, Municipal Planning and Development Officers and Municipal Local Government Operations Officers.
Assistant Regional Director for Operations, Madam Aldersey M. Dela Cruz delivered the opening speech (in behalf of Regional Director, Atty. Araceli F. Solamillo) which focused on the importance of a unified approach in the fight against poverty, with all stakeholders committed on acting upon the necessary steps critical in achieving the goal, which is poverty alleviation. Director Dela Cruz posted the challenge to all participants, to be at par with the department’s pace in implementing the Kalahi CIDSS – NCDDP, especially in their respective provinces and municipalities.
Cicero Juan O. Aguilar, Deputy National Program Manager – Technical Support Services (Kalahi CIDSS – NCDDP) presented the overview/background of the program; covering CDD history, program implementation guidelines, grant allocation, roles of the PLGU/MLGU during the program implementation, and the sub-project brief. Program Enrollment and Program requirements were then presented by Ms. Maria Consuelo O. Acosta, Human Resource/Administration Unit Head (Kalahi CIDSS – NCDDP), explaining the necessary steps for the MLGU to enter into an agreement to implement the said program.
Areas covered for the 2014 Kalahi CIDSS – NCDDP implementation comprise three modalities, Poor Municipalities, Poor-Yolanda Affected Municipalities, and Non Poor-Yolanda Affected Municipalities. Each modality vary in budget allocation grant/counterpart contribution and number of cycles to implement Kalahi CIDSS – NCDDP. For 2014, 21 municipalities from 4 provinces will engage in the Program, pending enrollment and requirements. 75 municipalities will be covered in 5 provinces within the 2014 – 2019 program implementation phase.
Municipalities in attendance were the municipality of Malitbog (Bukidnon), Mahinog, Sagay, Guinsiliban, Mambajao, Catarman (Camiguin), Bonifacio, Panaon, Calamba, Sinacaban (Misamis Occidental), and the municipalities of Lala, Kapatagan, Matungao, Magsaysay, Kolambugan, Tagoloan, Kauswagan (Lanao del Norte).
The Orientation Forum signifies the start of the long-awaited Kalahi CIDSS – NCDDP implementation, and everyone showed eagerness to engage during the forum. Both the DSWD and the PLGU/MLGU’s commitment to the said endeavor are critical in the success of the Program; an important partnership in serving marginalized communities within Region 10.
