Based on the results of  the Listahanan /NHTSPR (National Household Targeting System for Poverty Reduction ) Second Round Assessment conducted last year , a total of  5.1 million  households have been identified as poor out of the 15.1 million households assessed nationwide.

Listahanan or the National Household Targeting System for Poverty Reduction  was established by the Department of Social Welfare and Development to target who and where the poor are.

The targeting system  aims to maximize the impact of  limited resources by identifying potential beneficiaries   who need the most of the various poverty reduction programs.

As per Executive Order No. 867 of 2010, all National Government Agencies are mandated to utilize the Listahanan data for their social protection programs and services .

Civil Society Organizations and other non-goverment organizations who have executed a Memorandum of Agreement with the Department have also been utilizing the Listahanan data in identifying their potential beneficiaries for their social protection programs and services.

To date, a total of 15 National Government Agencies, 11 Civil Society Organizations, 90 Local Government Units and 4 Provinces have executed a Memorandum of Agreement with the Regional  Department of Social Welfare and Development  .

In  Northern Mindanao, a total of 485,539 households have been identified as poor out of the 870,198 households assessed  during the Second Round Assessment which allots for the 9.5%  nationwide share of poor households identified .

The first Round of household assessment was conducted in 2009 which covered 10.9 million households nationwide.

As a result and through Philhealth’s utilization of the Listahanan data, 5.2 million poor households were identified and enrolled in the Philhealth Indigent Program.

The result of the First Round assessment also paved the way for 4.2 million households to be enrolled in the Pantawid Pamilya Pilipino Program of the Department.

Based on the Second Round Assessment, The Autonomous Region for Muslim Mindanao (ARMM) has the highest number of  identified poor households (573,446).  Central Visayas ranked the second with 525,561 identified poor households .  Northern Mindanao ranked third with 485,539 identified poor households.
