Experts from the National Office and Regional Offices of the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) convened for a policy review and writeshop to provide the backbone on the Program’s latest implementing guidelines.

The five-day activity got down to the nitty-gritty of each of the four stages of the Community Empowerment Activity Cycle. In this mechanism, communities participate to identify their challenges and needs, leading to implementing a subproject that would alleviate their conditions.

The meeting of the minds will help draft an Omnibus Manual of Operations that will guide Program staff, partner stakeholders, and communities in the Program implementation.

National Program Manager Atty. Bernadette Mapue-Joaquin stressed that while the Manual defines standard procedures and policies, flexibility is essential for efficient implementation on the ground.

KALAHI-CIDSS commits to continuously revisit its processes to ensure citizens participate in all levels of decision-making to address local poverty and promote community-driven development.
