Twenty seven field staff were trained in preparation for the conduct of the upcoming validation of the Modified Conditional Cash Transfer for Families in Need of Special Protection (MCCT-FNSP).
A total of 4,645 families have been receiving cash grants for the past year from the Pantawid Pamilyang Pilipino Program through the MCCT-FNSP.These families who were all Sendong survivors were assessed and chosen to be given the cash grants after the disaster but, were not officially listed in the Listahanan database. These beneficiaries are now in danger of having their stipends discontinued.The Commission of Audit has ruled out that payment of monthly stipends to those who are not in the Listahanan database shall be discontinued.With this, they need to be validated in order to assess if they are poor or non-poor before they are to be mainstreamed to the regular Pantawid Pamilyang Pilipino Program.
The Listahanan or the National Household Targeting System for Poverty Reduction (NHTS-PR) is the information management system that the government uses in identifying who and where the poor households are needing the various programs and services of the government and other major stakeholders. The database of Listahanan is being centrally managed by the Department of Social Welfare and Development.
Major programs of the Department which includes the Pantawid Pamilyang Pilipino Program, Social Pension for indigent senior citizens, Sustainable Livelihood Program among others,identified their beneficiaries through the Listahanan database.
With the Listahanan data ,it is assured that those families needing the most are given priority in the delivery of social protection services not only from the Department of Social Welfare and Development but from other National Government Agencies and organizations as well.
Nineteen enumerators , 4 Area Supervisors , and 4 encoders underwent the said training who were oriented and briefed thoroughly on how to go about the validation which will run for fifteen days . Highlight of the training was the conduct of actual assessment using the new Family Assessment Forms (FAF) to Pantawid beneficiaries in one of the urban barangays of Cagayan de Oro City . The said training was facilitated by the staff from the Regional Listahanan Unit headed by Mr. Ian Putong,the Regional Field Coordinator.
Assistant Regional Director for Administration , Purita H. Santa, in her message , reminded the trainees to do their job well as the result of the validation would form part of the future and welfare of these families.
