Homemaker speaks for Pantawid Pamilya and how it changed her family and community

“It teaches us to work hard, not indolence”

Elsa Sabellana, a Pantawid Pamilya beneficiary, denies criticisms that Pantawid Pamilyang Pilipino Program encourages beneficiaries like her to be lazy and rely on government support.

“That is not true,” she says. “It is actually the other way around. Pantawid Pamilya has taught me to become a better mother, a wife, and an individual.”

Elsa, who lives in Macabalan, Cagayan de Oro City, believes that the Program has taught her to work harder, to be diligent in what she does, and to be participative in community works. As a homemaker, she finds ways to make ends meet with the meager income that her husband gets from driving a rented tricycle. To help her family of eight, she sells foods and snacks to children in schools and does manicure and pedicure services.

Pantawid Pamilyang Pilipino Program is a human development program of the national government that invests in the health and education of poor households, particularly of children aged 0-18 years old. It provides a monthly cash grant of a maximum of P1,400 for qualified households provided that they comply with the conditions set by the program. Families who fail to comply with certain conditions will not receive the benefit corresponding to the conditions and are given reminders by the Department of Social Welfare and Development, the implementing agency of the Program.

Elsa explains that she has been attending Pantawid Pamilya’s Family Development Session which discusses on various topics like disaster preparedness, family relationships and marriage, good and effective parenting, community participation, health, among others. “Although we were told to attend this so that we will continue receiving the grant from Pantawid Pamilya, we actually learned to love attending the sessions because it teaches us on how we can improve our lives and protect ourselves from risks.”

“With the Pantawid Pamilya cash grants, I am no longer worried about whether I can send my children to school and provide for their health needs. All I have to think now is ensure that they stay in school and they stay healthy,” she says. “I can now save some of our money, find more ways to earn more.”

Elsa, who is also a Parent Leader for Pantawid Pamilya in her village, also monitors that her friends who are beneficiaries of the Program also complies with the Program conditions so that they also will continue benefiting from it. “So far everybody is doing their responsibility to the Program. They send their children to school, they regularly visit their health centers for check-ups, and they attend family development sessions.”

Today, Elsa continues to sell foods and snacks in public schools and volunteer with her friends, who are also program beneficiaries, in community works too. “We make ourselves available to our Barangay Captain whenever there is a need for volunteers in cleaning up our village,” she shares. “I have a responsibility at home, and I also have a responsibility to my community.” She shared that she is also earning from her livelihood gained through DSWD’s Sustainable Livelihood Program, making and selling longganisa.###smu

Persons with Disabilities Celebrates National Disability Prevention & Rehabilitation Week

With this year’s theme, “Talino at Paninindigan ng taong May Kapansanan: Pasaporte sa Kaunlaran,“ Persons with Disabilities (PWDs) in Northern Mindanao celebrated the National Disability Prevention & Rehabilitation (NDPR) Week with a motorcade and an opening program in one of the malls in the city.

The week-long celebration is celebrated annually nationwide. It is aimed to stimulate public awareness on disability and encourage citizens to take active responsibility in uplifting the economic and social conditions of Persons with Disabilities in the country.

Various activities were also conducted which includes sports fests and variety shows featuring the various talents of Persons With Disabilities, as this annual celebrations also aims to upscale the talents and skills as well as the capabilities of PWDs.
Organizations of Persons with Disabilities in the region joined together to participate and contribute to make the week-long celebration successful.

As per Memo Circular 2014-74 of the Department of Interior and Local Government, the Department of Social Welfare and Development, being the lead Agency in advocating for the rights of Persons With Disabilities, along with the Local Chief Executives and officials, were urged to extend their full support to the activities lined up for the NDPR week in their localities as well as in providing assistance to PWDs participating in the activities within and outside their localities.

Advocacy of the Magna Carta for Persons with Disabilities, the Rights of PWDs among others, were also conducted simultaneously within the week. Other activities also included symposiums, inspection of business establishments for accessibility ramps, medical check-ups, Commission on Elections registration, open forums, and Kapihan with the Philippine Information Agency.

Indigent Senior Citizens Receives Social Pension after Validation

As early as seven in the morning, groups of senior citizens from various barangays eagerly troop to the City Social Welfare and Development Office to claim their stipend.

104 indigent senior citizens finally received their Social Pension granted by the Department of Social Welfare and Development which has temporarily put on-hold its pay-outs in the last few months to make way for the finalization of the results of the cross-matching process of qualified beneficiaries and validation. The result showed that out of the 19,417 social pensioners in Northern Mindanao, 4, 068 were in the Listahanan database – a criteria that qualifies senior citizens to the program.

Another batch of senior citizens is set to receive the stipend by August 2014.

The National Household Targeting System for Poverty Reduction (NHTS-PR) or what is now known as “Listahanan” is an information management system that the government uses in identifying who and where the poor are.
It aims to address poverty reduction through a scientific and target- focused strategy. Identification of social pensioners was based on the Listahanan database and the listing submitted by the Local Social Welfare Officers and the Federation of Senior Citizens in the various localities.

The Social Pension for indigent senior citizens is one of the provisions under Section 5 of Republic Act 9994 otherwise known as the Expanded Senior Citizens Act of 2010. The Social Pension is the additional government assistance in the amount of P500.00 monthly stipend to augment the daily subsistence and other medical needs of senior citizens.

As for 80-year old Emilia Zabarte of Baluarte, Lumbia, Cagayan de Oro City, her social pension has indeed been a big help for her and even her family specially her grandsons and granddaughters. Aside from using it for buying medicines, she now has her share ofgiving baon to her grandchildren in going to school, which leaves her a sense of gratification and satisfaction. As she tearfully receives the cash stipend handed to her by a staff from the DSWD, she was all smiles knowing that she can now buy some groceries, medicines and pasalubong to her grandchildren.

Emilia’s story is just one of the hundreds of stories of grandparents that testify to the big impact the Social Pension has caused in their lives. Far beyond the meager amount of P500 per month is a story that the government recognizes what they have done in their younger years – that they are an essential sector in our society and that they deserve to enjoy the last years of their lives meaningfully .

Publiko gi-alerto sa DSWD batok scam sa Senior Citizens

Cagayan de Oro City — Gi-alerto karon sa Department of Social Welfare and Development (DSWD) Northern Mindanao ang publiko batok sa mga nangolekta og kwarta bugti sa kunohay paglakip kanila sa opisyal nga listahan sa Senior Citizens.

Giklaro ni Atty. Araceli F. Solamillo, Regional Director sa DSWD Northern Mindanao, nga wala nangolekta ang DSWD Northern Mindanao og kwarta o bayad ngadto sa mga sakop sa senior citizens aron lang malakip sila sa listahan sa mga modawat og social pension.

Ang pahimangno ni Atty. Solamillo gihimo human nakadawat og taho ang DSWD gikan sa social networking sites ug sa CSWD mismo sa Cagayan de Oro City nga si Teddy Sabugaa nga adunay nigamit sa ngalan sa DSWD Northern Mindanao ug nagdala-dala og sulat aron sa pag-ilad sa mga nag-edad og 65 anyos pataas.

Gidugang sa Regional Director sa DSWD Northern Mindanao nga subay sa lagda sa pagpatuman sa social pension alang sa mga senior citizens, kadto lang nag-edad og 77 anyos pataas ang pwedeng malakip sa listahan sa social pensioner.

Gawas niini, gikinahanglan usab nga nalakip ang nag-edad og 77 anyos pataas sa listahan sa Listahanan, ang kanhi National Household Targeting System for Poverty Reduction sa DSWD ug wala usab kini magdawat og pensiyon gikan sa Social Security System o sa Government Service Insurance System ug wala magsuporta ang mga anak niini.

Sa post ni Teddy Sabugaa, gi-alegar niini ang usa ka Jessie Perez Fernandez nga nangilad ug nangolekta og P500-P800 ngadto sa mga senior citizens aron ma-apil sa social pension.

KALAHI-CIDSS PAMANA: Tabang sa pagkaplag sa malahutayong kalinaw

The following article is written by a KALAHI-CIDSS PAMANA community volunteer regarding the program’s impact in her municipality – Kauswagan, Lanao del Norte. Kauswagan has been affected by internal armed conflicts in the past years and has brought socio-economic fracture to its residents.


KALAHI-CIDSS PAMANA: Tabang sa pagkaplag sa malahutayong kalinaw

Matag indibidwal ana-ay tumong og pangandoy sa kinabuhi – usa niini mao ang magmalinawon ug magmalamboon ang pamuyo. Apan dili malikayan nga uban niini ang kalisod og pagsulay nga maagi-an sa atong mga kinabuhing madagaya-on. Apan, bisan pa sa kalisod, padayon nga naningkamot ug nag-barog aron lang makab-ot ang pangandoy og kaluwasan sa kalisod sa kinabuhi. Ug sa among pagpaningkamot, anaay mga giya nga gihatag sa Ginoo aron motabang ug andam mo sakripisyo kanamo. Ang usa niini mao ang ahensiya sa gobyerno – ang DSWD uban sa ilang proyekto nga mao ang KALAHI-CIDSS PAMANA.

Ang PAMANA usa ka tulay nga malungtaron sa pagserbisyo sa mga katawhan, sa paghatag og mga proyekto sa mga kabus og timawa aron lang maka-baton ang kalinaw og kalambu-an sa kinatibuk-ang komunidad. Usa sa mga tabang nga ilang nahatag kanamo sa among barangay mao ang kongkreto nga agi-anan sa tubig, para dili kini mo-awas sa mga kabalayan, aron dili na kami mapuwerhisyo sa panahon sa ting-ulan.

Ang PAMANA usa ka hinagiban sa gobyerno nga nagtabang sa katawhan nga malinawon sa pagpaka-buhi nga hamogaway. Ang ika-duha nilang gihatag nga proyekto dinhi sa amo sa Bagumbayan mao ang limpiyo nga patubig. Ang tubig maoy usa ka pinaka-importante sa pagpakabuhi ning atong kalibutan.

Ang ika-tulo nga proyekto sa PAMANA dinhi sa among lugar mao ang insaktong kadalanan, aron dili na kami maglisod-lisod sa paglakaw panahon sa makusog nga ting-ulan. Ug mamahimo nang hapsay ang among paglakaw ug pagbiyahe.

Ang PAMANA usab nagapahigayun sa pagmatoto ug pagbansay bansay sa mga boluntaryong mga miyembro, aron makat-unan namo kung gi-unsa ug unsa ang pamaaagi sa mga proyekto sa dili pa ipatigayon ug aprubahan sa mga kadagko-an sa rehiyonal nga buhatan hangtud sa ka-ulohan sa ahensiya sa Department of Social Welfare and Development.

Ang PAMANA usa ka instrumentong gihatag sa Ginoo nga kami nga mga katawhan madungog ang among mga mulo ug pangandoy sa among tagsa-tagsa ka mga banay.

Ang maong programa naghatag ug kalig-on og kusog sa matag usa kanato nga magtinabangay isip mga igsoon. Ug sa among panaghi-usa, kami nakabaton ug kalinaw sulod sa panimalay og kalinaw sa tibuok komunidad, hapsay nga pamuyo ug abundang kinabuhi.

Sa dakong tabang sa ahensiya sa gobyerno nga mao ang DSWD, kami natabangan nga makab-ot ang among mga pangandoy nga matagaan ug maayong edukasyon ug kaugmaon ang among mga anak.

Daghan salamat sa kang Presidente Pnoy nga nag-gahin ug pundo alang sa mga proyekto alang sa mga katawhan ug salamat usab sa DSWD nga mao ang gitahasan sa pagtabang ngadto sa katawhan ug sa ingon matagaan ug mga proyekto ang mga kabaranggayan.
