Assistant Regional Director for Operations Aldersey Dela Cruz, together with the Regional Program Management Office of Kalahi-CIDSS National Community Driven Development Program, held a virtual conference to Kalahi-CIDSS Area Coordinators to discuss the implementation of Disaster Response Operation Modality/Procedure (DROM/P) to LGUs.

DROM/P is a temporary procedure that aims to employ Kalahi-CIDSS’ Community-Driven Development (CDD) approach in the implementation of COVID-19 disaster response by giving eligible sub-projects to Municipal Local Government Unit (MLGU) and Barangay Local Government Unit (BLGU) in addressing the community’s needs—economic and health-related, concerning COVID-19. It seeks to complement all other efforts from different government agencies to reach out to every community during this vulnerable time.

The program is in response to President Rodrigo Roa Duterte’s Proclamation No.929 on March 16, 2020, placing the entire country under a State of National Calamity for a period of six (6) months. All DROM/P sub-projects are expected to be completed before this year ends.

Area Coordinators of Kalahi-CIDSS will begin the groundwork this month by lobbying the program to Local Chief Executives in Region-10. Kalahi-CIDSS will undergo a significant shift from implementing usual small-scale infrastructure projects to COVID-19 disaster response procedures.
